Site: Employees were applying "Rock Miracle Paint Remover", which contains methylene chloride, and they were not provided with appropriate skin protection in the form of the following types of gloves:  Polyvinyl alcohol, 4H(TM), Responder(TM), Trellchem HPS(TM), Tychem 10000(TM), Barricade(TM), or Teflon(TM).

29 CFR 1926.51(f)(1):     The employer did not provide adequate washing facilities for employees engaged in the application of paints, coating, herbicides, or insecticides, or in other operations where contaminants may be harmful to the employees. Such facilities shall be in near proximity to the worksite and shall be so equipped as to enable employees to remove such substances:    Site:  The employees were using methylene chloride and no handwashing facilities were onsite.  The employees said they used sinks in bathrooms in nearby restaurants to wash their hands.

29 CFR 1910.1052(i)(1):     It was reasonably foreseeable that employee's skin may contact solutions containing 0.1 percent or greater methylene chloride and the employer did not provide conveniently located washing facilities capable of removing the methylene chloride and did not ensure that affected employees use these facilities as needed.    Site:  Employees were working with Rock Miracle Paint and Varnish Remover, which contains greater than 0.1% solution of methylene chloride, and there was no conveniently located washing facility onsite.  Employees said that they used handwashing facilities in nearby restaurants, if needed.

Such training should include the hazards of methylene chlroide, the means the employees can use to protect themselves, where to obtain an MSDS for the product, and the requirements of the methylene chloride standard.
