29 CFR 1910.176(b):Storage of material created a hazard: Bags, containers, bundles, etc., stored were not stacked, blocked, interlocked and limited in height so that they are stable and secure against sliding or collapse. a) On or about September 19, 2012, the employer did not ensure that the Bulk Mail Containers (BMC) are not being overloaded with bags and trays of mail. Employee's are allowed to place sacks of assorted types of mail and/or parcels in the BMC's to a height in excess of what can be safely secured to ensure it can not fall from the BMC when it is opened. This condition exposes employees to a struck-by hazard. b) On or about September 19, 2012, the employer did not ensure that all mail trailers are equipped with an effective means to prevent the Bulk Mail Containerss (BMC) from shifting during transport. This condition exposes employees to a struck-by hazard.
