29 CFR 1926.451(d)(5)(iii): Suspension scaffold support devices such as cornice hooks, roof hooks, roof irons, parapet clamps, or similar devices shall be secured against movement by tiebacks installed at right angles to the face of the building or structure, or opposing angle tiebacks shall be installed and secured to a structurally sound point of anchorage on the building or structure. Sound points of anchorage include structural members, but do not include standpipes, vents, other piping systems, or electrical conduit: a) The employer failed to ensue that parapet hooks supporting a two-point suspension scaffold were secured against movement by tiebacks installed at a right angle to the face of the building. Employees were exposed to the hazard of falling while working. No abatement certification or documentation is required for this item.

Employees were exposed to fall hazards during the erection process and while working from the inadequately erected scaffold. In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET)
