Liquid Transfer Vessel (Drawing #03) Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the abatement date the employer must submit documentation showing that it is in compliance with the standard, including describing the steps it is taking to ensure that process safety information pertaining to the relief system design and design basis is compiled and any deficiencies corrected.

29 CFR 1910.119(j)(2): The employer did not establish written procedures to maintain the on-going integrity of process equipment: In the ammonia refrigeration engine room: The employer does not develop and implement written procedures to maintain the on-going integrity of process equipment. Employees are exposed to the hazards of contact and inhalation of anhydrous ammonia from potential releases. There were no procedures for ensuring integrity for equipment such as, but not limited to: 1. External visual inspection of insulated and un-insulated vessels 2. External visual inspection of insulated and un-insulated piping 3. Monthly defrost/deicing and venting of liquid ammonia pumps 4. Annual inspection of liquid ammonia pump impeller and bearings 5. Annual inspection of pressure and temperature cut-off transducers and/or transmitters. Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the abatement date the employer must submit documentation showing that it is in compliance with the standard, including describing the steps it is taking to ensure that procedures are written and implemented to maintain the on-going integrity of process equipment.

In the ammonia refrigeration engine room: The employer does not ensure a 5-year independent full inspection of pressure vessels is conducted, exposing employees to inhalation and contact hazards from potential releases of anhydrous ammonia. Inspections are not conducted for vessels such as but not limited to: 1. High Pressure Receiver 2. Thermo syphon Pilot Receiver 3. High Temperature Re-circulator 4. AMU #1 Surge Drum 5. AMU #2 Surge Drum 6. Salt Brine Heat Exchanger #1 & Flooded Surge Drum Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the abatement date the employer must submit documentation showing that it is in compliance with the standard, including describing the steps it is taking to ensure that equipment in the process complies with recognized and generally accepted good engineering practices.
