29 CFR 1926.454(a): The employer did not have each employee who performs work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards: On October 16, 2012, at the south wall of a residential construction, an employee was exposed to a fall of 7 feet to the ground and was not effectively trained in the hazards of working from a scaffold, while laying rocks from the platform which was not fully planked and not adequately supported with base plates and mudsills.
