An employee was observed performing painting work from a single prefabricated platform of the scaffold, thereby exposing employee to fall hazards of approximately 20 feet. 29 CFR 1926.451(c)(1)(ii): Supported scaffolds with a height to base width (including outrigger supports, if used) ratio of more than four to one (4:1) were not restrained from tipping by installing guys, ties, and braces according to the manufacturer's  recommendations or at the closest horizontal member to the 4:1 height and be repeated vertically at locations of horizontal members every 20 feet.     a. 17 Dehart Street, Morristown, NJ - Front of building     An employee was observed performing painting and cleaning work from a four tier, welded tubular frame scaffold that was not tied into the building, therefore not restrained from tipping by use of guying, tying, bracing or equivalent means.
