(a)The scaffold system used at the construction of a residence at 1803 Oak Pond Court, Ruskin Florida was erected in the absence of a competent person and had numerous deficiencies such as but not limited to, missing baseplates, guardraills, ladder for access and fully planked, as observed on or about 10/23/2012. Employees were exposed to falls that ranged from 7 feet 6 inches up to 14 feet 4 inches while applying stucco.

29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, sturcure, personnel hoist, or similar surface was not used.  Crossbraces were used as a means of access.    a) No safe to access the scaffold was provided to the scaffold system used at the construction of a residence at 1803 Oak Pond Court. As observed on or about 10/23/12, the employees using the crossbraces as access were exposed to falls that ranged from 7 feet, 6 inches to 14 feet 4 inches while applying stucco.
