29 CFR 1926.502(b)(3): Guardrail systems were not capable of withstanding, without failure, a force of at least 200 pounds (890 N) applied within 2 inches (5.1 cm) of the top edge, in any outward or downward direction, at any point along the top edge: On or about October 31, 2012, employees were working at the edge of the railroad north side walkway, installing 2X4's on the plywood concrete forms being built and an orange plastic netting was placed at the end of the walkway in substitute of a guard rail system, but the plastic netting was not capable of withstanding a force of 200 pounds applied in any direction, exposing employees to the hazard of a 6 foot 6 inch fall. Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the date of this citation, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking to ensure that each guardrail system is capable of withstanding, without failure, a force of at least 200 pounds (890 N) applied within 2 inches (5.1 cm) of the top edge, in any outward or downward direction, at any point along the top edge.
