29 CFR 1910.23(c)(1): Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent) and toeboards:Note: Toeboards are only required when persons can pass, there is moving equipment or there is equipment with which falling materials could create a hazard. a) At furnace #2 electrode platform: On or about October 29, 2012 and at times prior, the employer exposed employees to fall hazards of up to 64.5 inches, in that the employer did not ensure standard guardrails to include the top rail at least 42 inches high were provided to employees servicing and changing the electrodes. Globe Metallurgical, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.23(c)(1), which was contained in OSHA inspection number 311841415, citation number 1, item number 1a and was affirmed a final order on April 22, 2009, with respect to a workplace located at 1595 Sparkling Road, Waterford, Ohio 45786
