29 CFR 1910.133(a)(1): The employer did not ensure that each affected employee uses appropriate eye or face protection when exposed to eye or face hazards from flying particles, molten metal, liquid chemicals, acids or caustic liquids, chemical gases or vapors, or potentially injurious light radiation:    a) Allcar Automotive Equipment, Inc. dba Wauconda Car Wash, Wauconda, IL- The employer did not ensure that each employee pouring, handling, transferring and using corrosive or caustic liquids such as the Armor All Alkaline Prep Soap, Alk-Presoak containing approximately 5% potassium hydroxide, and Nuwall cleaner containing 10-20% sulfuric acid and 10-20% phosphoric acid was provided and used appropriate eye/face protection such as chemical splash goggles and/or faceshield.    In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).

29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:    a) Allcar Automotive Equipment, Inc. dba Wauconda Car Wash, Wauconda IL- The employer did not develop and implement a written chemical hazard communication program for the hazardous chemicals used in the workplace, including the Armor All First Step, Armor All Prep Soap, and Pre-Soak, all containing caustic alkalines such as potassium hydroxide, the Nuwall cleaner containing corrosives such as 10-20% sulfuric acid & 10-20% phosphoric acid, and other automotive cleaning & detailing products found on site including but not limited to Armor All Touch Free Booster, Drying Agent Clear Coat Body Seal sealant, Rim Cleaner, Degreaser, Zep Blue Marvel concentrated automotive soap and towel detergent.    The written hazard communication program must address at a minimum how the following requirements will be met:    -Requirements for labels and other hazard warnings;  -Safety Data Sheets & their maintenance, availability and accessibility;  -Employee information & training;  -A complete & accurate list of hazardous chemicals/products used in the workplace;  -Methods to inform employees of the hazards of non-routine tasks;  -Methods to inform other employers/contractors of safety data sheet availability, labeling system & any precautionary measures to protect employees.    In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).

29 CFR 1910.1200(h)(1): Employers did not provide employees with effective information and training on hazardous chemicals in their work area at the time of their initial assignment, and whenever a new physical or health hazard the employees had not previously been trained about was introduced into their work area and chemical-specific information was not always available through labels and material safety data sheets.    a) Allcar Automotive Equipment, Inc. dba Wauconda Car Wash, Wauconda IL- The employer did not provide employees with effective hazard communication training for the hazardous chemicals used in the workplace, including the Armor All First Step, Armor All Prep Soap, and Pre-Soak, all containing caustic alkalines such as potassium hydroxide, the Nuwall cleaner containing corrosives such as 10-20% sulfuric acid & 10-20% phosphoric acid, and other automotive cleaning & detailing products found on site including but not limited to Armor All Touch Free Booster, Drying Agent Clear Coat Body Seal sealant, Rim Cleaner, Degreaser, Zep Blue Marvel concentrated automotive soap and towel detergent. The location and availability of the employer's written hazard comunication program , including the list(s) of hazardous chemicals, and the safety data sheets required by this section;    4. Methods and observations that may be used to detect the presence or release of a hazardous chemical in the work area   (such as monitoring, counducted by the employer, continuous monitoring devices, visual apearance or odor of hazardous chemicals when released, etc.);    5. The physical, health, simple asphyxiation, combustible dust, and pyrophoric gas hazards, as well as hazards not otherwise classified, of the chemicals in the work area;    6. The measures employees can take to protect themselves from these hazards, including specific procedures the employer has implemented to protect employees from exposure to hazardous chemicals, such as appropriate work practices, emergency procedures, and personal protective equipment to be used, and    7. The details of the hazard communication program developed by the employer, including an explanation of the labels received on shipped containers and the workplace labeling system used by their employer; the safety data sheet, including the order of information and how employees can obtain and use the appropriate hazard information.    In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).
