29 CFR 1926.452(w)(2); Scaffold casters and wheels were not locked with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement of the scaffold while the scaffold was used in a stationary manner:    (a) In the porch area of building 1202 on or about November 7, 2012, none of the four casters were locked on a mobile scaffold.  Employees on the 5 foot, 3 inch high scaffold platform used a drill to screw metal strips on the ceiling of the porch.  Lathe and plaster was to be put on the metal strips.
