29 CFR 1926.21(b)(2):  The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury:    JOBSITE:  The employer did not ensure through providing specific instructions, training and/or visual observation in regards to the characteristics of the "road surface" and safe operation that the employees, engaged in cutting asphalt with a portable Partner K950 Active saw were performing the "tasks" safely and appropriately at all times to recognize and avoid unsafe conditions to control or minimize any hazards.
