29 CFR 1926.451(c)(1)(iii): Ties, guys, braces, or outriggers were not installed to prevent the tipping of supported scaffolds in all circumstances where an eccentric load, such as a cantilevered work platform, was applied or was transmitted to the scaffolding. a) Melrose Center Shopping Mall, Parking Lot - On or about November 13, 2012, employees were using a hoist to lift a 30 foot long steel light pole, while working from a mobile tubular welded frame scaffold that did not have outriggers installed which would have prevented the scaffold from tipping when being effected by the eccentric load.
