29 CFR 1926.1053(b)(4): Ladder(s) were used for purposes other than the purpose for which they were designed: (a) Fabricated Frame Scaffold, Southwest Corner: Employees used an 8 foot Werner fiberglass step ladder that was closed and leaned against the scaffold platform to gain access to the scaffold. The step ladder was not used for which it was designed in that the, the legs of the step ladder were not opened and in the locked position, as observed on November 19, 2012.
