29 CFR 1926.1052(c)(1):  Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with a handrail system along each unprotected side or edge:    (a) E&K Of DENVER. On or before November 16, 2012, the exposing employer did not ensure that the interior stairway, used by employees to gain access to the basement level of the building under construction, was equipped with a handrail system, to provide strong hand hold. This condition exposed the employees to the hazard of falling when ascending and descending the stairway.
