29 CFR 1910.36(d)(1): Employee(s) were not able to open an exit route door from the inside at all times without keys, tools, or special knowledge: a) Platform on 15th Street - North side: On December 7, 2012, and at times prior thereto, the employer locked (dead bolted) the emergency access door while employees were working in the building on Tour 2 and Tour 3 preventing Letter Carriers using the designated route to discharge into the street. THE U.S. POSTAL SERVICE WAS PREVIOUSLY CITED FOR A VIOLATION OF THIS OCCUPATIONAL SAFETY AND HEALTH STANDARD OR ITS EQUIVALENT STANDARD 29 CFR 1910.36 (d)(1) WHICH WAS CONTAINED IN OSHA INSPECTION NUMBER 31411154, CITATION 1, ITEM 1 AND WAS AFFIRMED AS A FINAL ORDER ON DECEMBER MARCH 16, 2011 WITH RESPECT TO A WORKPLACE LOCATED AT 140 MAIN STREET, IRWIN, PA 15642.
