29 CFR 1910.23(c)(1):     Every open-sided floor or platform 4 feet or more above adjacent floor or ground level shall be guarded by a standard railing (or the equivalent as specified in 29 CFR 1010.23(e)(3)(i) through(v), on all open sides:    5C Conveyor - On or about December 05, 2012 employees use stairways with platform to reach each side of a conveyor. The 49 1/2 inch platform was missing the midrail on each side.

29 CFR 1910.23(d)(1):     Every flight of stairs having four or more risers shall be equipped with standard stair railings or standard handrails as specified in paragraphs (d)(1)(i) through (v) of this section, the width of the stair to be measured clear of all obstructions except handrails:    5C Conveyor - On or about December 05, 2012 employees use stairways with platform to reach each side of a conveyor. Each stairway has 4 risers. The midrail is missing on both stairways.
