29 CFR 1910.101(b):     "Compressed gases." The in-plant handling, storage, and utilization of all compressed gases in cylinders, portable tanks, rail tankcars, or motor vehicle cargo tanks shall be in accordance with Compressed Gas Association Pamphlet P-1-1965, which is incorporated by reference as specified in Sec. 1910.6.    a) 3D Works Inc. - Employees were exposed to fire and struck by hazards from the employer improperly storing empty  fuel cylinders [e.g propane cylinders] at the entrance of a storage facility. The employer had stored the propane cylinders with gasoline [e.g. See Section 3.3.6 of CGA pamphlet] in the storage building.  This was observed on December 6, 2012.

Employers must ensure that the in-plant transfer, handling, storage, and use of acetylene in cylinders comply with the provisions of CGA Pamphlet G-1-2009 ("Acetylene") (Compressed Gas Association, Inc., 12th ed., 2009).    a) 3D Body Works Inc. - The employer improperly stored oxygen and acetylene fuel cylinders adjacent to one another in the storage building [e.g. See Section 5.2 of the CGA Pamphet]. This was observed on December 6, 2012.

29 CFR 1910.106(d)(5)(vi)(a):     When the storage building was located 50 feet (15.2 m) or less from a building or line of adjoining property that could  be built upon, the exposing wall was not a blank wall having a fire-resistance rating of at least 2 hours;    a) 3D Works Inc./300 W. Boot Road - The employer improperly constructed, a 4 x 8 foot wooden storage building within 50 feet from the body shop. This storage facility improperly houses fuel gases [e.g. propane and Acetylene] and 55 gallon drums of residual flammable liquids and oxygen cylinders. This was observed on December 6, 2012.

29 CFR 1910.134(f)(2):     The employer shall ensure that an employee using a tight-fitting facepiece respirator is fit tested prior to initial use of the respirator, whenever a different respirator facepiece (size, style, model or make) is used, and at least annually thereafter.    a) 3D Body Works Inc. - The employer provided and required employees performing sanding and welding operations to wear 3M model, elastomeric, air purifying respirators. The employer did not perform annual fit testing of their employees in accordance with this section of the standard. This was observed on December 6, 2012.

29 CFR 1910.242(b):     Compressed air used for cleaning. Compressed air shall not be used for cleaning purposes except where reduced to less than 30 p.s.i. and then only with effective chip guarding and personal protective equipment.    a) 3D Body Works Inc. - Several Employees are exposed to eye injuries and/or skin embolism when operating compressed air nozzles. Employees were operating the equipment to clean the surfaces of the work benches and themselves.   The nozzles being operated were releasing a stream of air pressure at approximately 40 P.S.I. The air nozzles are attached to regulators that can be adjusted by the employees associated with the painting and/or sanding operations. This was observed on December 6, 2012.
