29 CFR 1926.501(b)(14):     Each employee working on, at, above, or near wall openings (including those with chutes attached), where the outside bottom edge of the wall opening was 6 feet (1.8 m) or more above lower levels and the inside bottom edge of the wall opening was less than 39 inches (1.0 M) above the walking/working surface, was not protected from falling by the use of a guardrail system, a safety net system, or a personal fall arrest system.    a) Wellstone Subdivision, Lot 2778 -  On or about 12/07/12 the 23 in. wall openings between studs in the second floor inside the house were not protected. Employees engaged in electrical work were exposed to falls from a 10 ft. 3 in. elevation to the concrete floor.    b) Wellstone Subdivision, Lot 2778 -  On or about 12/07/12 the front window openings in the second floor were not protected. Employees engaged in electrical work were exposed to falls from a 10 ft. 7 in. elevation to the ground floor outside the house.    In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).

The first eight risers reached an elevation of 5 ft. 3.0 in. and were not protected by a stairrail.
