29 CFR 1926.1053(b)(17): Fixed ladders with structural defects, such as, but not limited to, broken or missing rungs, cleats, or steps, broken or split rails, or corroded components, were not withdrawn from service until repaired. Jobsite: Fixed ladders used to access the nacelle had structural defects including a loose ladder rung, incomplete ladder splice connections, and an over-torqued mounting bracket that deformed a ladder side rail.
