29 CFR 1926.20(b)(2): The employer did not provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers: The employer fails to provide inspections of the job sites when the scope of work changes and excavations are introduced into areas where workers operated aerial lifts. This was most recently observed at MCAS Miramar, Hangar 7 where the employer failed to provide inspections of the worksite that recognized the hazards of aerial lifts conducting work activity near uncovered excavations.

29 CFR 1926.752(c)(2): The controlling contractor did not ensure that the following was provided: A firm, properly graded, drained area, readily accessible to the work with adequate space for the safe storage of materials and the safe operation of the erector's equipment: The controlling contractor fails to provide a work space for the safe operation of an aerial lift when working near the zone of danger of an uncovered excavation. This violation was most recently observed at MCAS Miramar Hangar 7, when the controlling contractor failed to provide a work area with adequate space for the safe operation of the erector's aerial lift equipment when caution tape, provided by the controlling contractor, fails to provide requisite warning for employees elevated in an aerial lift.
