29 CFR 1926.1416(d)(3)(i): Telescopic boom cranes manufactured after February 28, 1992, were not equipped with a device which automatically prevented damage from contact between the load block, overhaul ball, or similar component, and the boom tip (or fixed upper block or similar component) preventing damage at all points where two-blocking could occur.     At the site, where a 45 ton Sterling crane was in operation, the jib was being used to lift loads and the anti two block device was not attached to prevent damage.
