29 CFR 1926.20(b)(2):  The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s)    (a) At the Martin Luther King work site employees worked at a height of 20 feet from deficient scaffolding without benefit of fall protection and proper personal protective equipment.  Employees used an extension cord which was not suitable for industrial use and had been spliced or repaired.  Regular inspections by a competent person would have identified these hazards and corrected these hazards.    Abatement verification is required for this violation.
