29 CFR 1910.101(b): 1910.101(b): In-plant handling, storage and utilization of all compressed gases in cylinders, portable tanks, rail tank cars, or motor vehicle cargo tanks shall be in accordance with Compress Gas Association Pamphlet P1-1965: a/ Voltaix/Branchburg NJ site: TSA Reactor Cleaning Area- Approx. 16 TSA Reactors 1/ Pressure-regulating devices were not provided where Helium is used to purge gas(es) from the TSA reactors that were being prepared for cleaning. Means were not provided on each Reactor to ensure that the Reactors were adequately purged prior to the cleaning operator. 2/ When tools are used to remove salt, (solidified by-product) containing gases from the TSA Reactors, some of the tools used were not designed specifically for the operation. Means were not provided to ensure that all of the cleaning operators were provided with and used the appropriate tools. 3/ Employees using Drager Gas Meters used to detect the presence of gas during the TSA Reactor cleaning operation did not have a consistent rule to follow when action levels appeared on the meter. Example: When the gas meter reaches level #1, employees continue to work; when the level reaches #2, employees leave the area for 5 to 10 minutes and return without contacting a Supervisor.
