29 CFR 1910.1000(e): Feasible administrative or engineering controls were not determined and implemented to achieve compliance with the limits prescribed in 29 CFR 1910.1000(a) through (d):  On or about January 16, 2013 the pellet mill operator was overexposed to total dust.  Effective engineering controls or administrative controls were not implemented in the pellet area.  General methods of control applicable in these circumstances include, but not limited to, the following:  a) limit the dispersion of dust through the use of conveyor enclosures and transfer chutes  b) ensure there is sufficient air movement in the pellet room to remove the dust particles  c) use a HEPA vacuum to clean area with dried chicken manure, instead of sweeping dried chicken manure.
