On or about January 2, 2013, on the north side of the building, an employee was exposed to a fall hazard of 8 feet while engaged in decking activities on a residential construction site.

29 CFR 1926.1051(a): Stairways or ladders were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, and no ramp, runway, sloped embankment, or personnel hoist was provided. On or about January 2, 2013, on the north side of the building, an employee used the wall cross bracing and studs to climb up and down the one-story residential building and was exposed to a potential fall of more than 8 feet.
