OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees Employees were exposed to fall hazards while installing a ceiling from a scaffold platform which consisted of aluminum walk planks supported by the top rail of a scissor lift.

29 CFR 1926.451(b)(5)(ii): The end of a platform greater than 10 feet in length extended over its support more than 18 inches and the platform was not designed and installed so that the cantilevered portion of the platform is able to support employees without tipping, or has guardrails which block employee access to the cantilivered end. Employees were exposed to fall hazards while installing a ceiling because the end of the work platform, greater than 10 feet in length, was extended beyond the support more than 18 inches.
