OSH ACT of 1970 Section (5)(a)(1):  The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm in that employees were exposed to combustible friction material dust explosion, deflagration, or other fire hazards while working at or near dust collection systems which were not adequately designed to prevent or minimize employee exposure in the event of a deflagration or other uncontrolled fire event:    a)	The two outdoor fabric filter media-type dust collectors (baghouses) used for collecting combustible friction material dust (mixture of phenolic resin, synthetic vitreous fibers, barium sulfate, graphite, calcium hydroxide, chromic oxide, iron oxide, aluminum oxide, wollastonite, magnesium oxide, talc, and zinc oxide) were not provided with a means of:    i.	Explosion protection for the main collector and secondary dust collection bin.    ii.	Fire protection for the main collector.    iii.	Deflagration (flame front) propagation protection between the outdoor dust collector units and the upstream processes.
