29 CFR 1926.760(a)(1):     Each employee engaged in a steel erection activity who is on a walking/working surface with an unprotected side or edge more than 15 feet (4.6 m) above a lower level was not protected from fall hazards by guardrail systems, safety net systems, personal fall arrest systems, positioning device systems, or fall restraint systems.    Job site located at 1310 N. 1st Street, Norfolk, NE:  Employees were observed removing snow and ice from the stop of a steel structure in which they were in the process of installing metal roof decking.  At the time they were observed, no one was utilizing fall protection and they were exposed to falls of 17 to 23 feet.      Abatement certification and abatement documentation is required for this violation.  The documentation should include written verification of abatement, applicable measurements or monitoring results, and photographs or videos which you believe will be helpful.  The abatement certification sheet is enclosed with the citations.
