29 CFR 1926.501(b)(1): Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. On or about 01/04/13, at the Tech Bank construction site, Reece St., Breaux Bridge, LA the employer failed to provide fall protection for employees who were framing at a height of 10 ft.

29 CFR 1926.1053(b)(13): The top or top step of a stepladder shall not be used as a step. On or about 01/04/13, at the Reece St. construction site, employees were allowed to use a 6 ft. step ladder to access the 10 ft. top of a wood frame building.
