Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm in that employees were exposed to combustible wood dust explosion, deflagration, or other fire hazards while working at or near a dust collection system which was not adequately designed to prevent or minimize employee exposure in the event of a deflagration or other uncontrolled fire event:     (a) The outdoor Donaldson Torit (model 484RFW) media-type dust collector lacked a means of protection to prevent the transmission of a flame front (deflagration isolation protection) to the upstream indoor processes/equipment in the event of a deflagration within the collector.      (b) The outdoor Donaldson Torit (model 484RFW) media-type dust collector lacked a means of protection to prevent the transmission of the products from combustion (smoke, sparks, embers, flame) back into the facility through the downstream exhaust/return air system.
