29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them): (a) Skyline Roofing USA, LLC @ 1329 Northwestern Rd., Longmont, CO 80503: On 1/9/13, the controlling employer did not maintain a safety program that allowed for frequent and regular worksite inspections with the intent of identifying workplace hazards. Three, sub-contracted, employees were exposed to fall hazards while working on a 4:12 pitch, single family, residential roof. This condition exposed employees to a 10.4ft fall hazard.
