The Bliss Punch Press, #38, was not equipped with a front guard, and the side guard had an opening of approximately 7 x 9 inches, which did not prevent operators from placing their hands and fingers into the point of operation. 29 CFR 1910.217(c)(3)(iv)(b): Attachments for pullout device(s) used on mechanical power press(es) were not adjusted to prevent the operator from reaching into the point of operation or from withdrawing his hands from the point of operation before the die:    The pullout devices used on #36 Bliss Mechanical Power Press, were not adjusted as required by the manufacturer's manual.  Fingertips were adjusted up to the edge of the die, within 1/2 inch, rather than the three inches in front of the die/pinch point as required.    Abatement certification is required for this item in accordance with 29 CFR 1903.19(c).
