29 CFR 1910.22(c): Guardrail(s) were not provided to protect personnel from the hazard(s) of falling: a/ STC Marine/Edison NJ site - Barge/Pier Area Gang-plank: Wire rope used as means to prevent workers from falling approx. 14 ft. into the water, did not extend to the duration of the gang-plank, and was not adjusted so that there was no lag in the wire rope. REFERENCE: 29 CFR 1915.73(b) GUARDING OF DECK OPENINGS AND EDGES Observed on/or about 01/10/2013.

29 CFR 1910.24(b): Fixed stairs were not provided for access from one structure level to another where operations necessitated travel regularly, daily, or at each shift: a/ STC Marine/Edison NJ site - Barge/Pier Area Gang-plank Landing: A wooden plank used to access the gang plank was not secured in place to prevent it from sliding or falling during access. Fixed stairs and/or other approved means were not provided to prevent employees from falling. REFERENCE:: 29 CFR 1915.74(a)(1) and (2) and (7) ACCESS TO VESSELS Observed on/or 01/10/2013.
