29 CFR 1915.14(b)(1)(iv): Hot work was permitted in or on vessels and vessel sections, for which a Marine Chemist or Coast Guard authorized person certificate was not required under paragraph (a)(1)(i) of this section, before being tested by a competent person and determined to contain no concentrations of flammable vapors equal to or greater than 10 percent of the lower explosive limit.ALLEGED VIOLATION DESCRIPTION (A.V.D.): (a) On or about 1/9/13, employees were performing hot work (stick welding) on the exterior of ballast tanks while installing stanchions on the main/cargo deck of the heavy lift vessel, "Treasure". Prior to this work beginning, testing by a competent person had not been conducted to determine the concentration of flammable vapors inside of ballast tanks. ABATEMENT CERTIFICATION IS REQUIRED
