29 CFR 1926.1052(c)(12): Unprotected sides and edges of stairway landings were not provided with guardrail systems that meet the criteria contained in Subpart M of 29 CFR 1926: Note: Guarding of landings for stairways and ladders are being maintained under Subpart M. JOBSITE: The employees performing framing of a residential house were exposed to the hazard of falling 6 feet 6 inches through balusters which were positioned more than 19 inches apart, without the use of guardrails, safety net system, fall arrest system or other equivalent means.

29 CFR 1926.1060(a): The employer did not provide a training program for each employee using ladders and stairways, as necessary, which would enable each employee to recognize hazards related to ladders and stairways and train each employee in the procedures to be followed to minimize these hazards. JOBSITE: The employees performing framing of a residential house were exposed to the hazard of falling while working at a stairway landing were not provided with information and training to recognize such hazards.
