North side of building - employees were exposed to a 15 ft fall hazard, in that, a fiberglass portable ladder was used to gain access to a roof and the ladder side rails did not extend at least 3 feet above the upper landing surface. The ladder was approximately 18" above the roof landing. Violation observed on or about 01/22/13.
