Cross braces were used as a means of access. At this worksite, employees worked from scaffolds at heights greater than ten feet and the employer did not ensure safe access and egress such as but not limited to the following: a. The two-tiered scaffold on the west end of the building; and b. The five-tiered scaffold on the east end of the building.
