29 CFR 1910.151(c): Where employees were exposed to injurious corrosive materials, suitable facilities for quick drenching or flushing of the eyes and body were not provided within the work area for immediate emergency use [ANSIZ358.1-2004]: On or about 01/24/13, at U.S. Postal Service-DMDU, Cataño, PR. The station's emergency eye wash station was not operational when employees handled corrosive products during the following operations: a. At the forklifts battery charging area. Employees handled corrosive products such as Enersys Ironclad Workhog batteries (sulfuric acid) when checking their water levels and/or re-charging them during Toyota forklift maintenance operations. b. At various station areas. Employees handled corrosive products such as Ramsey Frequency 256 Disinfectant Cleaner (didecyl dimethyl ammonium chloride) and Tough Guy Heavy Duty non-butyl floor stripper (sodium hydroxide) during custodial maintenance operations. NOTE: Certification of abatement is not required for this citation item as abatement was documented by the compliance safety and health officer during the inspection.

The employer did not implement their written hazard communication program to ensure material safety data sheets for availability for hazardous products during the following operations: a. At the forklifts battery charging area. Employees handled corrosive products such as Enersys Ironclad Workhog batteries (sulfuric acid) when checking their water levels and/or re-charging them during Toyota forklift maintenance operations. b. At the air conditioning system room area. Employees handled products such as Evap PowR C coil cleaner (ethylene glycol monobutyl ether) during a/c handlers maintenance operations. c. At various station areas. Employees handled corrosive products such as Ramsey Frequency 256 Disinfectant Cleaner (didecyl dimethyl ammonium chloride) and Tough Guy Heavy Duty non-butyl floor stripper (sodium hydroxide) and other products such as Ramsey/Diversey Foam Burst (citric acid), Reflecta (alcohol ethoxylates), Midnight Gloss black floor finish (diethylene glycol monoethyl ether), and Tough Guy Ultra High Speed Floor Finish (dipropylene glycol methyl ether) and Dust Mop treatment (isoparaffinic hydrocarbon) when used and/or handled by employees during custodial maintenance operations.
