29 CFR 1910.23(a)(2):     Ladderway floor opening(s) or platform(s) were not guarded by a standard railing with standard toeboard(s) on all exposed sides (except at the entrance to opening) with passage through the railing either provided with a swinging gate or so offset that a person could walk directly into the opening:     a)  On or about January 18, 2013, Leland Farmers' Co. employees entered the dump pit boot that was not equipped with a guard rail system at the upper access point.  The fall distance from the upper access point to the the boot pit floor is 16.4 feet.  The fall distance from the upper access point to the mid point landing is 9.6 feet.     b)  On or about January 18, 2013, Leland Farmers' Co. employees entered the dump pit boot that was not equipped with a guard rail system at the mid point landing 6.8 feet above the boot pit floor.      Abatement certification is required for this item in accordance with the requirements of 29 CFR 1903.(c).
