29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s) On or about January 24, 2013 and at times prior thereto, the employer did not conduct frequent inspections and ensure that the scaffolds were erected by a competent person or in a safe manner for employees to utilize: a) At a residential home on 2009 Montecito trail, employees were performing masonry activities on a scaffold system that was not erected safety. Employees were exposed to a fall hazard of approximately 14 feet to the ground and stone below. b) At a residential home on 2101 Palomar trail, employees were performing masonry activities on a scaffold system that was not erected safety. Employees were exposed to the hazard of falling approximately 14 feet to the ground and stone below.
