29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) At the worksite and on January 25, 2013, employees were exposed to fall hazards while performing a roof repair on a commercial building, where the extension ladder they were using to access the 20 foot high had side rails that extended approximately 18 inches above the upper landing surface. Clemente Hernandez was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 314426669, citation number 01, item number 02, and was affirmed as a final order on September 9, 2010, with respect to a workplace located at 648 West Cross St., Houston, Texas 77018.
