29 CFR 1910.132(a): Protective equipment, including personal protective equipment for eyes, face, head, and extremities, protective clothing, respiratory devices, and protective shields and barriers, was not provided, used, and maintained in a sanitary and reliable condition wherever it is necessary by reason of hazards of processes or environment, chemical hazards, radiological hazards, or mechanical irritants encountered in a manner capable of causing injury or impairment in the function of any part of the body through absorption, inhalation or physical contact: On or about January 15, 2013, at this production drilling site, the employer did not ensure employees assigned to nippling up, nippling down, and testing BOP work activities wore personal protective equipment to protect against contact with chemicals.

29 CFR 1910.132(h)(1): The employer did not provide the protective equipment, including personal protective equipment (PPE), used to comply with this part, at no cost to employees: On or about January 15, 2013, at this drilling production site, employees performing oil and gas production work activities, such as, but not limited to, nippling up, nippling down, testing BOP's, and washing out mud tanks, are required to wear personal protective equipment paid for by the employees, such as, but not limited to the following: a. rubber boots; b. blue flame-resistant body suit.
