29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. a) On the bell tower and rooftop of the Wilcox County Court House, on or about January 29, 2013, no fall arrest system or other forms of fall protection were in use by employees who were working while standing on the bell tower ledges and court house roof, resulting in an approximately 110-foot fall hazard. Fall Hazard. Six employees were working on a crew that was renovating the bell tower located above the roof of the court house. Employees accessed the roof by aerial lift and accessed the bell tower by ladders that were secured to the roof. The employees were observed working and walking on both the roof and the ledges of the bell tower.
