29 CFR 1926.20(b)(2):     The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person. (i.e., a person who is capable of identifying existing and predictable hazards and has the authority to correct hazards)    Located on the roof area of a single-family type of house, workers were observed engaged in re-roofing activities. Workers were exposed to potential fall hazards from heights between 19.7 and 24.4 feet in that a jobsite inspection by a competent person was not conducted.

29 CFR 1926.501(b)(13):     Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):       Located on the roof area of a single-family type of house, workers were observed engaged in re-roofing activities. Workers were exposed to potential fall hazards from heights between 19.7 and 24.4 feet in that a proper fall protection system was not utilized.
