29 CFR 1926.20(b)(2): Employer did not provide programs for frequent and regular inspections of the job sites, materials, and equipment to be made by a competent person designated by the employer: (a) Stellar Energy Contractors, Inc. at 2103 Gilpin Street, Denver, CO 80205: On and before 2/4/13, the controlling employer did not ensure a competent person conducted frequent and regular inspections of the job-site, materials, and equipment. Employees were permitted to work in areas where fall hazards existed. This condition exposed subcontractor employees to a fall hazard of approximately 23 feet. Abatement Note: OSHA defines a competent person as one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them. Abatement Note: Abatement certification is required for this item (see enclosed "Certification of Corrective Action Worksheet").

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety nets systems, or personal fall arrest system, nor was an alternative fall protection measure provided: (a) Stellar Energy Contractors, Inc. at 2103 Gilpin Street, Denver, CO 80205: On and before 2/4/13, the controlling employer did not ensure that fall protection systems were utilized by employees engaged in re-roofing activities while working at the unprotected edges of a roof on a residence. Employees were exposed to a fall hazard in excess of 23 feet. Abatement Note: Abatement certification is required for this item (see enclosed "Certification of Corrective Action Worksheet").
