29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. Exception: When the employer can demonstrate that it is infeasible or creates a greater hazard to use these systems, the employer shall develop and implement a fall protection plan which meets the requirements of paragraph (k) of 1926.502. Jobsite: On January 23, 2013 employees were exposed to falls while working on a roof 17 feet with no fall protection. In which an employee fell off the roof.

29 CFR 1926.1052(c)(1): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, shall be equipped with: At least one handrail and one stairrail system along each unprotected side or edge. Jobsite: Employees were exposed to slips trips and falls while climbing up and down the stairs from the first floor to the second floor with no handrails.
