29 CFR 1926.501(b)(13):     Each employee engaged in residential construction activities 6 feet (1.8 m)  or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or an alternative fall protection measure under another provision of paragraph 1926.501 (b), nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502:     On or about February 6, 2013 and times prior thereto, employees of SC Construction, Inc. performed framing operations on a two story residence located at or near 5355 Wilde Street in Conway, Arkansas.  The employees were observed framing the second story near unguarded edges without the use of fall protection, exposing the employees to a fall distance of 8 feet 6 inches to the ground level below.

29 CFR 1926.503(a)(2):     The employer did not assure that each employee exposed to fall hazards was trained by a competent person qualified in the areas specified in 29 CFR 1926.503 (a)(2)(i) through (viii):    On or about February 6, 2013 and times prior thereto, employees of SC Construction, Inc. performed framing on a two story residence located at or near 5355 Wilde Street in Conway, Arkansas.  The employees were exposed to fall hazards while working from the unguarded edges of the second story, exposing them to a fall distance of 8 feet 9 inches to the ground level below.  The employer had not provided the exposed employees with the required training on fall hazards.
