OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees standing in the bucket of the skid steer to access and change the verbiage on a road sign. (a) At the site employee was observed being lifted in the bucket of a New Holland LS180 Skid Steer in order to change the verbiage on the road sign. Employer did not train employees to recognize the hazard. The manual for this equipment clearly states that this is a hazard. Also the ANSI Standard B56.6-20115.15.1 training standard for skid steers states that a rough terrain truck such as a skid steer shall not be used to lift people without fall protection.
