The employer did not develop and implement a hazard communication program as follows:    a.)  The employer did not develop a written hazard communication program.    b.)  The employer did not have material safety data sheets or safety data sheets available for all chemicals in the workplace to include, but not limited to, acetylene, oxygen, and Penray F.I. Air Intake Cleaner.    c.)  The employer did not label containers of chemicals to include, but not limited to the orange parts washer.    d.)  The employer did not train workers on the hazards of chemicals in the workplace to include, but not limited to, parts washer solvent, acetylene, freon, and oxygen.

The Federal Pacific panel, 120-208 volts, 225 amps, located in the shop by the restroom had two openings that were not closed up to prevent the accumulation of dirt and debris or inadvertent access.
